Fill mortar is a specific mix of portland cement designed for vertical pours in block walls pull the vertical masonry rebar into the very center of the concrete block after the mortar has been poured.
When reinforced with steel and filled with concrete a rock solid wall can be built to withstand the elements.
Cinder blocks are less expensive to work with than poured concrete in home construction projects but they are not as strong you can make up the difference by spending a little more to reinforce the blocks a project that is still less expensive than using just poured concrete.
The depth and size of the foundation will vary depending on the size of the concrete block wall and the weight it must support but a typical freestanding wall requires a foundation that is about twice as wide as the wall itself and which extends about 1 foot down below the frost line.
